ASTM F2057-23 Testing: Furniture Tip-Over Compliance for US & Canadian Markets

Furniture tip-over incidents remain a critical safety concern, prompting mandatory federal standards in the United States and Canada. Bureau Veritas Consumer Products Services provides ISO 17025 accredited ASTM F2057-23 testing to help brands, manufacturers, and importers meet STURDY Act requirements, avoid costly recalls, and protect consumers.

Our Buffalo, New York and Puebla, Mexico laboratories are CPSC-accepted for ASTM F2057-23 testing, equipped with advanced stability testing equipment, and staffed by technical experts who specialize in furniture safety standards.

THE COMPLIANCE CHALLENGE

Why STURDY Act Compliance is Critical for Furniture Brands

The U.S. Consumer Product Safety Commission (CPSC) adopted ASTM F2057-23 as a mandatory federal standard under the STURDY Act in February 2023, with enforcement effective September 1, 2023. Health Canada followed suit in March 2026, updating its General Prohibitions process to require compliance with ASTM F2057-23 performance criteria for clothing storage units.

Despite industry-wide awareness, compliance gaps persist. Between February and March 2026, over 256,000 furniture units were recalled due to tip-over hazards, including defective tip restraint kits and units that failed stability testing.

Non-compliance exposes brands to:

  • Product recalls and fines from the U.S. CPSC or Health Canada
  • Reputational damage and loss of consumer trust
  • Market access blocks — major retailers require proof of ASTM F2057-23 compliance
  • Legal liability in the event of tip-over incidents
WHAT IS ASTM F2057-23?

Understanding the ASTM F2057-23 Standard for Clothing Storage Units

ASTM F2057-23 is the safety specification for freestanding clothing storage units (CSUs), designed to prevent furniture tip-over incidents involving children up to 72 months old. The standard applies to dressers, chests, armoires, chifforobes, bureaus, and drawer chests intended for bedroom use.

Scope and Applicability

A furniture item is classified as a clothing storage unit under ASTM F2057-23 if it meets these criteria:

  • Freestanding (does not require permanent attachment to a building)
  • Contains drawers and/or hinged doors for clothing storage
  • Intended for bedroom use
  • Meets specific volume and dimensional thresholds defined in the standard

Key Test Requirements

ASTM F2057-23 evaluates furniture tip-over testing through three primary stability assessments:

Simulated Clothing Load (9.2.1)

Horizontal Dynamic Force (9.2.2)

Carpet Tilt with Child Weight (9.2.3)

During testing, the unit must not tip over or be supported by any component unless specifically designed for that purpose. Additionally, each unit must include an anti-tip device meeting ASTM F3096-23 requirements.

Label and Warning Requirements

ASTM F2057-23 mandates permanent, conspicuous warning labels formatted per ANSI Z535.4. Labels must pass adhesion testing and remain legible after tape testing per Test Method D3359.
