ASTM E2018 Property Condition Assessment (PCA) Standard to be Revised 2020

IN the last week of June, 2020, ASTM International announced a new Work Item (WK73431) to develop a revised version of Standard Guide E2018 “Standard Guide for Property Condition Assessments: Baseline Property Condition Assessment Process”.

The new PCA guide, which will be published not later than 2022, will replace the current ASTM E2018-15 guide published in 2015. The revised version will be developed by volunteer members of Subcommittee E50.02.

The E2018 PCA standard forms the basis for many commercial and institutional property and facility assessments.  It provides guidance for the assessment of general building conditions and site improvements, a review of documents, and observations to evaluate in-place construction systems, life safety, mechanical, electrical, and plumbing, and the general built environment.  The primary goal is to identify physical deficiencies and formulate recommendations for immediate and short-term repairs, but many applications of the standard include multi-year cost schedules for anticipated capital expenditures or recommended replacement reserves.

The previous revision to E2018, published in November, 2015, introduced new definitions for physical conditions, long-term cost considerations, new and revised definitions, an overhaul of the ADA/FHA Accessibility appendices, and a consolidation of out-of-scope elements. 

Jim Bartlett, Sr. VP of Bureau Veritas and Vice Chairman of Subcommittee E50.02, encourages industry stakeholders to get involved with the WK73431 Task Group. “ASTM’s E50.02 standards are intended to reflect current best practice and common use, which is why they are updated regularly. If you think elements of the PCA Guide could be improved, this Task Group gives you a voice in that process.”
